Community Benefits Agreements

Community Benefits Agreements are contracts between developers and community organizers to ensure that local community residents share in the benefits of major developments. The agreements allow community groups to participate in shaping a project so that the project generates benefits tailored to the community’s needs. CBAs also allow communities to enforce a developer’s promises.

The city of Charleston is creating a Community Benefits Agreement based after the one community organizers in Los Angeles created for the Los Angeles Sports and Entertainment District, which includes the Staples Center sports arena. The main points of the Los Angeles CBA required the developer to:

• Create parks, open spaces and recreation facilities.

• Create residential permit parking.

• Create livable-wage jobs for community residents.

• Hire local residents and provide job training for them.

• Provide affordable housing.
