Charleston County Council approved Tuesday plans to build a recycling center at Palmetto Commerce Parkway in North Charleston.

The council voted 6-2 to approve the purchase of the 20-acre site for $2.8 million. Councilmen Joe Qualey and Herb Sass voted against it.

County Council has been debating where to locate the recycling center for about a year, considering sites near the Bees Ferry landfill in West Ashley and other sites within the Palmetto Commerce Parkway. The site they chose, located within the commerce park, sits adjacent to the Republic landfill.

Councilwoman Colleen Condon voted for the purchase to build the facility but had some concerns about the site, including the heavy industrial zoning by the city of North Charleston instead of light industrial zoning.

“You know I want this done ... but I want to make sure that when we give you the go ahead, you can go ahead ... so we’re not stopped in three months,” Condon said.
